Law enforcement perform searches for liquor without consulting the state attorney or attorney general merely by the order of judges in Fargo and Grand forks, which he sees as both unfair to them but also to taxpayers who pay their taxes to provide salaries for their own judges. He also believes that these judge overstep their power by allowing unreasonable searches
He references how prohibitionists created an organization called the State Enforcement League which aids the state in convicting liquor arrest and accuses them of frequent perjury
Called the WTCU an organization of "good ladies" but with misguided beliefs
Above all else he has disdain for the witch-hunt aspect of prohibition
